45-Day Public Review

On March 2, 2004 the Legislature placed the below listed drafts of new code or amendments to existing code out for 45-Day Public Review.  The 45-day deadline for submitting comments is April 26, 2004.  Copies (paper and electronic) of each of the listed code will be available at the Branch Offices, Legislative Office, and the Office of the President.  Comments may be submitted to directly to your Legislator or to the Legislative Office.

1)  Appropriation and Budget Process Act (2 HCC § 4).  Summary of Change:  Establishes flexible procedures for executive directors and the President to make Minor Budget Modification.

2)  Claims Against Per Capita Ordinance (2 HCC § 8).  Summary of Change:  Allows Elders subject to elder abuse to make per capita claims against the abuser(s).

3)  Elder Protection Act (4 HCC § 1).  Summary of Change:  Clarifies the intent of the Elder Protection Act so that the Trial Court may issue subpoenas when it determines it necessary to facilitate the Department of Health and Social Services' response and assessment to reported elder abuse.

4)  Occupational Safety and Health Program Act (6 HCC § 8).  Summary of Change:  Strengthens the enforcement policy.

5)  Non-Elder Home Ownership Program Authorization Act (8 HCC § 5).  Summary of Change:  None.  This is a complete rewrite of the Homebuyer Program Policy Manual.

6)  Elder Home Ownership Program Authorization Act (8 HCC § 7).  Summary of Change:  None.  This is a complete rewrite of the Homebuyer Program Policy Manual.

7)  Employment Relations Act (6 HCC § 5).  Summary of Change:  None.  This is a complete rewrite of the Personnel Policies and Procedures.
